This report outlines issues associated with the development of a regional transit district in the Roaring Fork and Colorado River Valleys.

It contains background information on how the analysis began and some rationale why elected officials thought a regional transit district might be a useful tool to address regional transportation issues. It also includes a summary of work done to date, a discussion of challenges associated with developing more adequate, equitable, and sustainable funding for regional transit, and some recommended next steps.

This model transit-oriented development (TOD) program wasprepared for the Town of Basalt as part of a regional “smart growth” initiative involving the local governments of the Roaring Fork Valley.

The project was coordinated by staff of the Town of Basalt with assistance from the regional Healthy Mountain Communities organization and the Roaring Fork Transit Agency (RFTA).

The program is intended to serve as a set of guidelines for use by rural communities in the Roaring Fork Valley and in other western communities where rail transit is being implemented.
