The Planners and Managers Roundtable is an informal collaborative effort to exchange information and resources, and develop shared analysis tools and management frameworks in the Roaring Fork and Colorado River Watershed.

CALCULATING THE COSTS OF GROWTH

Models, Methodologies, and Revenue Streams

This workshop explores the issues of jurisdictional cash flow and balancing the books in light of rapid and continuing growth pressures.  Please join us to explore such issues as:

 

  • Does growth pay its own way? 
  • What are fair and reasonable allocations of growth costs between the existing population and newcomers? 
  • Are current impact fees linked to current realities? 
  • Are we linking impact fees to budget needs and doing that in a defensible fashion? 
  • What does current legislation and statutory language imply, and what does the future hold for impact fees and exactions?
  • What is the footprint that a new resident, or increased visitation, leaves on our jurisdictions and watershed?  Are we calculating in the costs of growth to recreation, schools, public lands, affordable housing, fire protection, law enforcement, roads, etc.?

 

The workshop includes an excellent line-up of presenters including Lee Nellis - Sonoran Institute, Chris Duerksen - Clarion Associates, and Andrew Klotz and Gabe Preston - Rural Planning Institute, and a local panel of respondents.  The workshop will provide information and support for local policy makers and key staff responsible for making budgetary decisions, setting fees and exactions, and the planning and legal staffs that must defend those decisions.  The workshop will set a regional context for a discussion of costs, methods of dealing with growth impacts, and hopefully lead to a refinement of our local policies in light of legislative and legal current realities. 

 

Registration for the Workshop is $25.  Please make checks payable to Healthy Mountain Communities, P.O. Box 1582, Carbondale, CO 81623.  The registration fee includes a continental breakfast, lunch, and materials packet.  Please register by mail by November 1, or at least RSVP in advance by telephone by November 5, so we can ‘calculate’ lunch and seating needs.  You may call the Garfield County Planning Dept. at 970-945-8212 for last minute RSVP’s or for further information or directions to the Glenwood Springs Community Center.  Registration and breakfast is at 8:30am, the workshop will start at 9:00am and conclude at 2:00pm.

City of Aspen WelcomeS new planner

Scott Woodford joined the City of Aspen planning staff in August as senior planner for current development.  He previously worked for the City of Steamboat Springs for six

years and in Summit County prior to that (where he grew up).  Scott has a degree in Environmental Design from the University of Colorado.  He can be reached at scottw@ci.aspen.co.us.

 

 
EPA PROJECT IDEAS DRAFTS SENT

The Watershed Collaborative sent seven draft project ideas for funding to USEPA for early feedback about consideration for their next funding round.  The criteria and announcement should come out in October, with a deadline about the first of December.  These draft ideas were one page or so ideas solicited from all of you, where you had a project idea that you thought EPA might be interested in helping out with, for preliminary evaluation.  Ideas submitted included a waste stream analysis update, recreation site carrying capacity analysis, GIS parcel mapping assistance, non-point source analysis and staffing, regional recreation capacity analysis, a regional sustainability course for key decision-makers and developing shared build-out data and analysis.

 

 
The LOVA Trails Group begins new round of public meetings

The LOVA Trails Group has begun to put lines on the maps for possible trail locations and for long-term conservation areas along the Colorado River / I-70 corridor.  They will host a around of public meetings round of public meetings to discuss the current thinking on trail locations with landowners of the area and the public.  Anyone that is interested is invited to attend. Refreshments will be provided.

 

Two upcoming meetings will be:

§         Tuesday Oct. 22, downstairs in the Rifle Library, 107 E 2nd, 6:30 - 8:30 pm.

§         Wednesday Oct. 23, at the New Castle Community Center, 423 W. Main, 6:30 - 8:30 pm.

 

 

GARFIELD STILL LOOKING AT CLUSTERING ISSUES

The Garfield County Planning Commission reviewed a staff report on clustering options for 2-acre rural zoning revisions September 25th.  The proposal would require developers to develop a typical plan using 2-acre lots as a "yield" plan, and would then be allowed as an option to cluster lots down to one acre in size.  Density would remain essentially the same, although incentive lots would be allowed for percentages of open space or greenbelt preserved.  The proposal will be reviewed and refined for an additional month, with a final review by the Garco PC on October 9th.  For copies of the current staff report with specific regulatory language changes as proposed, contact Randy Russell at Garfield County Planning at rrussell@garfield-county.com.

 

 
PLANNING COMMISSION TRAINING SESSION IN THE WORKS

Those of you who were able to attend the Planning Commission Training session at the Colorado APA Conference in Aspen a year ago know that Maro Zagoras does a very good, intense training session.  Maro is an accomplished facilitator and consultant based in Silt.  The date isn't firmed up yet, but Garfield County will replicate that session with Maro tentatively November 1, 1-5 PM, in the Commissioner's Hearing Room at the courthouse annex in Glenwood Springs.  Topics will focus on land use issues, decision-making processes, and meeting organization.  This session will be open to all local Planning Commissioners and staff in Garfield County free of charge.  More information is coming, but you might want to pencil mark your calendars now.

SOLAR HOME TOUR OCTOBER 5th

With more than 300 sunny days per year, Colorado has one of the nation’s best solar resource.  On Saturday, October 5th, homeowners in the Roaring Fork valley are inviting the public to see how solar power and solar design works for them.  Visitors will join guided tours in Aspen and down-valley in Carbondale. In Aspen, meeting time is 8:30 AM at the Yellow Brick School. COLORADO'S HOUSING NOW CONFERENCE TO BE HELD OCTOBER 7TH- 10TH

The 14th annual Colorado Housing NOW! Conference will be held at the Beaver Run Resort in beautiful Breckenridge, Colo., from Oct. 7 through Oct. 10, 2002. All those interested in discovering ways to provide more affordable housing will find this conference productive.

Colorado in Transition is the theme of the Colorado Association of Transit Agencies (CASTA) and the Colorado Department of Transportation (CDOT) 23rd annual transit conference. COLORADO CHAPTER OF THE SOIL AND WATER CONSERVATION ANNUAL CONFERENCE, DECEMBER 3-4, 2002 "CARBON AS A POTENTIAL COMMODITY"

The intent of this conference is to address current policy directions, the subject of carbon (C) in terms of where and by whom it is stored the potential for C storage in an environmentally friendly and sustainable manner, and issues associated with C trading. The conference is unique in that it brings together producers and researchers to provide practical information about the storage of C, people who can discuss the aggregation of marketable quantities of C, and those with expertise to discuss policy, projects, and potential markets for sequestered C. Funding Opportunities

 

Environment Foundation Announces Next Funding Cycle

The Environment Foundation, founded by the employees of Aspen Skiing Company, is pleased to announce its fall grant-making cycle. The foundation supports projects that foster responsible stewardship of natural resources; protect mountain ecosystems; promote environmental education or research; and preserve and create opportunities for outdoor recreation. In its first four years the Environment Foundation has donated over $400,000 to 105 environmental projects, thanks to employee contributions and matches from Aspen Skiing Company and the Aspen Valley Community Foundation.

 

The next deadline for applications is November 11, 2002, at 4:30 PM. The Foundation will be allocating up to $50,000 (based upon current projections). Typical grant requests are in the $2,000 to $10,000 range, though the foundation has funded projects with grants of up to $15,000. Requests below $8,000 are most likely to be funded. Eligible recipients may be private and nonprofit organizations, government agencies, or individuals.

 

The Foundation wants to support a broad spectrum of environmental projects with tangible results. Potential projects could include ecological research, vegetation improvement projects, resource conservation programs, conservation of lands, riparian or wildlife habitats, transportation issues, air quality initiatives, open space preservation, recreational improvements, environmental education, trail restoration, and much more.
