ROARING FORK HOUSING AUTHORITY INITIATIVE Intergovernmental Agreement Decision-making framework For each component of the decision-making framework, HMC and consultant team will develop decision briefs and recommendations for consideration by the steering committee (which will include at least one elected official from each participating jurisdiction). Based on discussion by the steering committee, recommendations will be taken to each local government for discussion and ratification. Decision Areas *Current Assumptions / Key Questions 1. Purpose: What are the goals of the regional housing authority? *Does the authority encompass the full range of goals outlined in the legislation, or is the purpose more specific? 2. Relationship to existing organizations: What is the relationship of the authority to existing housing authorities at the county and local level? *The Regional Housing Authority does not overlap with the missions of current housing authorities (Garfield and Carbondale), which focus on Section 8 or senior housing. The Regional Housing Authority is in addition to these existing organizations. 3. Boundaries: Does the regional housing authority include all or parts of the participating jurisdictions? *The regional housing authority will include the RE-1 school district from Basalt to Glenwood Springs. 4. Governance: Who is on the authority board? Who appoints them? How are decision made? *Board members are elected officials (one from each participating jurisdiction). Decisions are made by simple majority. 5. Organizational structure: Based on the purpose of the authority, what are the staffing needs? *Estimate start-up costs and five year funding plan. 6. Funding: What are the funding needs of the authority? What is the package of funding measures that is most attractive to local governments? *Determine revenue capacity based on sources detailed by statute. (This objective conducted with the help of the revenue sharing analysis recently completed by the Rural Resort Region.) *Illustrate how the taxes and fees will fairly distribute the cost of the authority's activities among the community and not impose an unfair burden to a particular group. *If agreeable to local elected boards, draft, approve and submit ballot language.
