PROJECT BACKGROUND
In 2002, The City of
Glenwood Springs and HMC, with the support of local governments,
obtained a Smart Growth grant to support
the Regional Housing Authority Initiative.
The Regional Housing Authority
Initiative was directed by an elected officials steering committee (consisting of elected officials from each participating government:
Basalt, Carbondale, Glenwood Springs, Eagle County, Garfield
County).
The steering committee worked with HMC and
the consultant team through a series of decisions relating to using
the state multi-jurisdictional housing authority legislation to
foster the creation of more affordable housing in the region.
The results from these decisions formed the basis of an
intergovernmental agreement to create a Regional Housing Fund.

IGA Signed!
The Roaring Fork Community Housing Fund is now a reality with the Garfield County,
City of Glenwood Springs, Town of Carbondale, and Town of Basalt
signing the intergovernmental agreement. The Housing Fund is
in the final stages of selecting an executive director.
